BIS Registration: complete guide
Introduction
The Bureau of Indian Standards, commonly called BIS, is the national standards body of India. It was set up as a statutory body and now functions under the Bureau of Indian Standards Act, 2016, under the administrative control of the Ministry of Consumer Affairs, Food and Public Distribution. BIS writes Indian Standards for products, processes and services, and runs conformity assessment schemes that let manufacturers show their products meet those standards. The most familiar signs of this system are the ISI mark found on products such as cement, steel, electrical appliances and packaged drinking water, and the Standard Mark with a registration number that appears on electronic and IT goods such as adaptors, power banks, LED lights and mobile phones.
For a growing list of products, BIS certification is not optional. The central government issues Quality Control Orders, usually through the ministry responsible for that product, which make it compulsory to carry a BIS mark before the product can be manufactured, imported, stored, sold or distributed in India. Once a Quality Control Order applies to your product, selling it without a valid licence or registration is an offence under the BIS Act, and customs authorities can hold imported consignments that do not carry the required mark. For products not yet covered by a mandatory order, a manufacturer may still apply voluntarily to build customer confidence and meet buyer or tender requirements.
BIS runs different schemes for different products, and choosing the right one is the first and most important decision. Electronic and IT goods notified under the Compulsory Registration Scheme follow a lab-testing and registration route. Most other products follow the Product Certification Scheme, which involves a factory inspection and the grant of a licence to use the ISI mark. Foreign manufacturers follow a separate route with additional requirements, including the appointment of a representative in India. Each route has its own documents, testing requirements, timelines and post-grant obligations.
That is why professional help makes a real difference here. Applications are often returned because the wrong Indian Standard was chosen, the test report was from a lab not recognised for that standard, the product series was grouped incorrectly, or the factory documents did not match what the inspecting officer found on the ground. Our team identifies the applicable standard and scheme, coordinates testing, prepares the application and supporting documents, and handles queries from BIS until the licence or registration is granted. This page explains who needs BIS registration, the legal framework, the process, documents, timelines, how we price this service and what you must do after approval.
Who Needs It
BIS registration or certification is relevant to the following kinds of businesses:
- Domestic manufacturers of notified products. Any manufacturer in India making a product covered by a Quality Control Order must hold a valid BIS licence or registration for each factory and each product before selling it.
- Importers and brand owners of electronic and IT goods. Products such as laptops, adaptors, power banks, LED drivers, CCTV cameras, set-top boxes and many others require registration under the Compulsory Registration Scheme. The registration is taken in the name of the manufacturer, but importers and brand owners usually drive the process because they cannot clear goods at customs without it.
- Foreign manufacturers exporting to India. A factory outside India that wants to supply notified products into India must obtain a BIS licence or registration in its own name and appoint an Authorised Indian Representative.
- Contract manufacturers and private label brands. Where a brand sells products made by a third-party factory, the factory is the applicant, but the brand name and trademark details must be correctly linked in the application.
- Businesses bidding for government and institutional tenders. Many tenders ask for BIS-certified products even where certification is not mandatory.
- Manufacturers seeking voluntary certification. Some businesses certify products voluntarily to show that their goods meet a recognised national standard.
If you are not sure whether your product falls under a Quality Control Order, our team checks the current list of notified products and the relevant Indian Standard before you begin.
Key Benefits
- Legal right to sell notified products. For products under a Quality Control Order, a BIS licence or registration is the legal permission you need to manufacture, import and sell in India.
- Smooth customs clearance. Imported notified products without a valid registration or the correct marking are liable to be held at the port. A valid registration avoids demurrage and returned shipments.
- Market access through marketplaces and retail chains. Online marketplaces and organised retailers commonly ask sellers to show BIS registration for notified products before listing them.
- Customer trust. The ISI mark and the Standard Mark are widely recognised by Indian buyers as signs of tested quality and safety.
- Eligibility for tenders. Government departments and public sector buyers often specify BIS-certified products in their procurement.
- Stronger product quality systems. The testing and inspection process often helps manufacturers improve their quality control, which reduces returns and complaints.
How the main schemes differ in practice. Under the Compulsory Registration Scheme, the product is tested at a BIS-recognised laboratory, the test report is submitted online with the factory and brand details, and BIS grants a registration number that must be printed with the Standard Mark. A factory visit is generally not part of the initial grant, although BIS can inspect at any time. Under the Product Certification Scheme, BIS examines the factory, checks the manufacturing process and in-house testing facilities, draws samples for independent testing, and then grants a licence to use the ISI mark. The licence carries ongoing duties, including in-house testing according to a scheme of testing and inspection, and BIS carries out surveillance visits and market sample checks.
Domestic and foreign applications. Foreign manufacturers applying for an ISI mark licence go through the Foreign Manufacturers Certification Scheme, which involves an inspection of the overseas factory by BIS officers and generally takes longer. Foreign applicants under the Compulsory Registration Scheme must nominate an Authorised Indian Representative who takes responsibility for compliance in India. Planning for these extra steps at the start saves weeks later.
Eligibility and Legal Requirements
BIS certification is governed by the Bureau of Indian Standards Act, 2016, the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, and the Quality Control Orders issued by the relevant ministries. The key requirements are:
- A manufacturing unit. The applicant is the manufacturer, and the licence or registration is specific to a factory location. A trader or importer cannot hold the licence in its own name for a product made elsewhere, although it can coordinate the application.
- The correct Indian Standard. Each product must be tested and certified against the specific Indian Standard listed in the applicable Quality Control Order or BIS notification, including the correct version and amendments.
- Testing at a recognised laboratory. For the Compulsory Registration Scheme, testing must be done at a laboratory recognised by BIS for that product and standard. For the Product Certification Scheme, samples are tested at a BIS or recognised laboratory, and the factory must also have the in-house testing equipment required by the standard.
- Brand and trademark details. The brand name to be used on the product must be disclosed. Where the brand belongs to someone other than the manufacturer, an authorisation or agreement with the brand owner is required.
- Authorised Indian Representative for foreign manufacturers. A foreign manufacturer under the Compulsory Registration Scheme must appoint a representative resident in India, and under the Foreign Manufacturers Certification Scheme an Indian representative is also required to handle compliance.
- Undertakings and agreements. The applicant signs undertakings on correct use of the mark and, in some schemes, an agreement on marking fees and compliance.
- Government fees. Application fees, testing charges, inspection charges and marking fees are payable at actual, as set by BIS from time to time.
Quality Control Orders are added and amended regularly, and their start dates are sometimes extended. Standards are also revised. We check the current notification, standard and scheme requirements at the time of filing.
Step-by-Step Guide
- Product review and scheme identification. We review your product, its model range and its intended use to confirm whether it is covered by a Quality Control Order, which Indian Standard applies and which BIS scheme you must follow.
- Model and series planning. Where you have several models, we check whether they can be grouped as a series under BIS guidelines, so that testing one representative model can cover the others where the rules allow.
- Laboratory selection and sample submission. For the Compulsory Registration Scheme, we help you choose a BIS-recognised laboratory for your standard and arrange submission of samples with the required technical documents. For the Product Certification Scheme, we plan for samples to be drawn during inspection.
- Document preparation. We prepare the application documents, including the manufacturer's details, factory address, list of machinery and testing equipment, process flow chart, brand authorisation, and undertakings, in the formats BIS requires.
- Online application. We create or use the applicant's account on the BIS online portal and file the application with the test report or factory details, as applicable. Government fees are paid online at actual.
- Factory inspection, where required. For ISI mark licences, a BIS officer visits the factory to check the manufacturing process, raw material controls, testing facilities and quality records, and to draw samples. We help you prepare the factory and records before the visit.
- Independent testing of samples. Under the Product Certification Scheme, the samples drawn are tested at a BIS or recognised laboratory. We track the report and coordinate any clarification.
- Handling queries. BIS may raise queries on the test report, documents, series grouping or labelling. We prepare clear responses and supporting documents within the time allowed.
- Grant of licence or registration. Once BIS is satisfied, it grants the licence with a CM/L number for the ISI mark, or a registration number for the Standard Mark under the Compulsory Registration Scheme.
- Marking and handover. We guide you on the correct size, placement and format of the mark and registration number on the product, packaging and documents, and share a summary of your ongoing obligations.
Documents Checklist
The exact list depends on the scheme and product. Our team confirms what applies to you before testing begins.

- Quality control and testing records
- Factory layout plan and location map
- Details of technical and testing personnel
For foreign manufacturers under the Foreign Manufacturers Certification Scheme:
- Documents of the overseas manufacturer, notarised or apostilled as required

- Agreement and undertakings in the formats specified by BIS
How Long It Takes
Timelines vary widely by scheme, product and laboratory workload. As a general guide:
- Scheme and standard identification: two to four working days after we receive product details.
- Laboratory testing under the Compulsory Registration Scheme: usually a few weeks, depending on the product, the standard and the laboratory's queue.
- BIS processing under the Compulsory Registration Scheme: often three to six weeks after a complete application with a valid test report, longer if queries are raised.
- ISI mark licence for domestic manufacturers: commonly one to three months, depending on how quickly the inspection is scheduled and samples are tested.
- Foreign manufacturer ISI mark licence: considerably longer, often several months, because of the overseas factory inspection.
The most common causes of delay are failed test parameters, incomplete series grouping, inconsistent brand details and gaps found during factory inspection. We plan for these early so the application moves as quickly as BIS procedures allow.
Pricing
BIS registration is priced on a custom basis. We quote our professional fee after reviewing your product, the applicable standard and scheme, and your factory setup.
The main factors that drive the quote are:
- The scheme involved, such as the Compulsory Registration Scheme, the Product Certification Scheme or the Foreign Manufacturers Certification Scheme
- The number of products, standards and models or series to be covered
- Whether factory inspection preparation and on-site support are needed
- Whether the manufacturer is in India or overseas, and the Authorised Indian Representative arrangement
- The level of support needed with labels, marking and post-grant compliance
Once we have reviewed your matter, the quote sets out clearly what is included, such as scheme identification, document preparation, filing, coordination with the laboratory, query handling and marking guidance. Government application fees, laboratory testing charges, inspection charges and marking fees are payable at actual and are not part of our professional fee.
Common Mistakes to Avoid
- Testing against the wrong standard or version. A test report against an outdated or incorrect Indian Standard will not be accepted. Always confirm the exact standard named in the Quality Control Order.
- Using a laboratory not recognised for that standard. Recognition is standard-specific. A laboratory recognised for one product may not be recognised for yours.
- Poor series grouping. Grouping models that do not meet the series guidelines leads to queries or rejection, while not grouping them properly can mean testing far more samples than needed.
- Applying in the importer's name. The licence or registration belongs to the manufacturer and its factory. Applying in the name of a trader causes rejection.
- Brand name mismatches. The brand on the application, the test report and the product label must match exactly.
- Unprepared factory inspections. Missing calibration certificates, incomplete testing records or absent testing equipment are frequent reasons for adverse inspection reports.
- Importing before registration. Shipping notified goods before the registration is granted can result in consignments being held at customs.
- Marking errors. Printing the mark without the registration or licence number, or in the wrong size or format, is a violation even when you hold a valid licence.
What Happens After
BIS certification carries continuing responsibilities. Missing them can lead to suspension or cancellation of the licence and action under the BIS Act.
- Use the mark correctly on every unit, as permitted by the licence or registration, and only on the products and models covered.
- Maintain in-house testing, for ISI mark licences, in line with the scheme of testing and inspection, and keep records ready for review.
- Pay marking fees and annual fees as required by the scheme, at actual.
- Cooperate with surveillance. BIS may carry out factory surveillance visits and draw market samples for testing at any time.
- Report changes. Changes in factory address, ownership, brand, critical components or the Authorised Indian Representative must be reported to BIS and may need approval before the change is made.
- Add new models through an inclusion application before selling them with the mark.
- Renew on time. Licences and registrations are granted for a fixed period and must be renewed before expiry. Selling notified products after expiry is a violation.
- Track standard revisions. When BIS revises an Indian Standard, you may need to retest or update your licence to the new version within the transition period.
Our team can manage renewals, inclusion of new models, change requests and surveillance preparation so your certification stays valid.
FAQs
What is the difference between the ISI mark and the Standard Mark with a registration number?
The ISI mark is used under the Product Certification Scheme and involves a factory inspection and a licence. The Standard Mark with a registration number is used under the Compulsory Registration Scheme, mainly for electronic and IT goods, and is based on testing at a recognised laboratory and registration. Both are BIS marks, but the process and ongoing obligations differ.
How do I know if my product needs BIS certification?
A product needs BIS certification if it is covered by a Quality Control Order or a notification under the Compulsory Registration Scheme. The list changes often. Our team checks the current orders against your product description and model range.
Can an importer get BIS registration in its own name?
No. BIS licences and registrations are granted to the manufacturer for a specific factory. An importer or brand owner can coordinate and pay for the process, but the application must be filed in the manufacturer's name.
Is a factory visit required for BIS registration of electronic products?
Generally not for the initial grant under the Compulsory Registration Scheme, which relies on lab testing. However, BIS can carry out inspections and market surveillance at any time. ISI mark licences under the Product Certification Scheme do involve a factory inspection.
Who can act as an Authorised Indian Representative?
The representative must be based in India and accept responsibility for the foreign manufacturer's compliance in India. It is often the importer, a subsidiary or a nominated agent. The appointment must be documented in the format BIS requires.
Can one test report cover multiple models?
Yes, in many cases, if the models meet the BIS series guidelines for that product. A representative model is tested, and the others are included in the same series. Our team checks whether your models qualify before testing.
How long is a BIS licence or registration valid?
Licences and registrations are granted for a fixed period and can be renewed. The validity period depends on the scheme and the terms of the grant. We note your renewal date and remind you well before expiry.
What happens if my product fails the lab test?
You will need to identify and fix the cause, then resubmit samples for testing. A failed test does not end your application, but it adds time. We help you understand the failed parameter and plan the retest.
Do I need BIS certification if I sell only through online marketplaces?
Yes, if the product is notified. The requirement applies to sale, distribution and storage for sale, regardless of whether the sale happens online or in a shop. Marketplaces usually ask for proof of registration for notified products.
Can I add new models after getting registration?
Yes. New models must be added through an inclusion application, usually with test reports or other evidence, before they are sold with the mark.
Is hallmarking of gold jewellery the same as BIS registration?
Hallmarking is also run by BIS but is a separate scheme for jewellers and precious metal articles. It has its own registration process. We handle hallmark registration as a separate service.
What are the penalties for selling notified products without BIS certification?
The BIS Act provides for fines and, in some cases, imprisonment for contraventions, along with seizure of goods. The actual consequence depends on the facts of the case. Getting certified before you sell or import avoids this risk.
Can BIS suspend or cancel a licence?
Yes. BIS can suspend or cancel a licence or registration for misuse of the mark, failed surveillance samples, non-payment of fees or other non-compliance. We help licensees respond to show cause notices and restore compliance where possible.
